design of the resident picker it can have only one parent. Having multiple parents caused both parents to fight for depth ordering...which caused the flickering. Resolution: Now multiple 'resident pickers' can exist and they are coupled to the floater that spawned then. Meaning that when the parent floater closes, the 'resident picker' floater will also close. In addition, a shadow frustum eminates from the button that opened the 'resident picker'.

Renamed llviewerversion to llversioninfo, to avoid confusion with
llversionviewer in llcommon (llversion is already used by llwindow).
Created new LLVersionInfo class with the following methods:

All viewer code has been updated to use this API. Viewer code no

This module now contains general viewer version routines, not just
access to the viewer build number, so I've renamed it from
llviewerbuild to llviewerversion.

Rather than copy/paste the same version string formatting pattern
again, I added new string-based version routines:

Cuts number of includes of llnotifications.h from 300+ to 40.

Fixed many other includes related to this file.
Cleaned out llfloatertestlistview to be an empty test floater.

and reduce unnecessary dependencies and incredibuild wedging. Hopefully in
the long run this will reduce build time. Also cleaned up a lot of header
file usage to conform better to the coding standard.
