DRTVWR-476: Make LLSDFormatter::OPTIONS_PRETTY_BINARY uppercase
for compatibility with Python llbase.llsd.parse().
The Python parse() currently requires uppercase hex digits for b16"hex"
coding; lowercase hex digits cause it to raise LLSDParseError.
