Previous CHOP-959 logic set a flag to remember that settings variable RenderQualityPerformance was set (by --graphicslevel), so it could be applied once LLViewerWindow is constructed. But on first viewer run, LLViewerWindow constructor calls LLFeatureManager::applyRecommendedSettings(), which resets that settings variable!
