Remove all references to LLQueuedThread (but emulate a couple bits of its API
such as handle_t and getPending()).
Migrate ImageRequest into llimageworker.cpp. It has never been part of
LLImageDecodeThread's public API. Remove ImageRequest tests.
Remove all references to LLImageDecodeThread::pause(). The idea of pausing
another thread is bizarre to me, and LLThreadPool has no such operation. Nor
does it have an abortRequest().

This picks up ThreadPoolSizes override logic embedded in ThreadPool's
constructor, plus the new static ThreadPool::getConfiguredWidth() and
getWidth() methods.

Now that LL::ThreadPool's constructor has subsumed the work of discovering a
runtime override width, LLAppViewer::initGeneralThread() can simply pass the
compile-time default width instead of redundantly checking ThreadPoolSizes.
Also the default ThreadPool capacity has been bumped up to what "General" and
"LLImageGL" were requesting, so they need not pass that explicitly or explain
in comments why they're doing it.
But until we start throwing work at the "General" ThreadPool, configure it
down to 1 thread in settings.xml.

On Mac, execute the packaged SLVersionChecker directly rather than invoking
system Python on our manually-bundled scripts.

This changeset makes it possible to build the Second Life viewer using
Python 3. It is designed to be used with an equivalent Autobuild branch
so that a developer can compile without needing Python 2 on their
machine.
Breaking change: Python 2 support ending
Rather than supporting two versions of Python, including one that was
discontinued at the beginning of the year, this branch focuses on
pouring future effort into Python 3 only. As a result, scripts do not
need to be backwards compatible. This means that build environments,
be they on personal computers and on build agents, need to have a
compatible interpreter.

Introduce LLAppViewer::onCleanup(), a method that accepts a nullary callable
to execute once viewer shutdown begins. Fire the collected callables in
LLAppViewer::cleanup().
In llstartup.cpp, instead of declaring a static unique_ptr and relying on
static object destruction to clean up the "General" ThreadPool, bind the
pointer to the new ThreadPool into an onCleanup() lambda that will delete it
when called. ~ThreadPool() takes care of orderly shutdown.

Reverting a merge is sticky: it tells git you never want to see that branch
again. Merging the DRTVWR-546 branch, which contained the revert, into the
glthread branch undid much of the development work on that branch. To restore
it we must revert the revert.
