Centralize history availability in the transcript query
Make LLLogChat::isTranscriptExist apply the deletion gate and check both
plaintext and direct service history. Restore its menu and profile callers
to that existing query, removing their repeated policy and extra includes.
Keep group history on the ordinary transcript path.
