Reuse the shared Chat Service eligibility gate
Apply the existing service presentation policy to snapshots, scheduling
and activity deadlines. Remove repeated consent, privacy and rollout
expressions from those callers.
Remove adjacent account checks with no intervening suspension while
retaining checks around asynchronous boundaries.
