Share archive preparation across history synchronization paths
Use one captured worker and result-application path for foreground paging
and background archive maintenance. Repair invalidates reader generations
and covered tokens together.
Remove the duplicate coverage generation and force-head flag. Reverse
validated descending pages for oldest-first publication instead of
sorting them again.
